Certainly few can afford all the cost up front.Back in teh old days, a builder woudl develop an area with no paved roads, no sidewalks, no underground services.  As the neighbours moved in and prospered, they would go to the city and say &quot;Time for paved roads&quot;.  TEH city puts in teh roads and the residents pay the amount over time.  Same for sidewalks, paved lanes, sidewalks, underground services, and more.  With costs going down on these products, converting a neighbourhood to solar in small groups and paying for it over time makes sense.  Not jsut one house, but all houses in a given neighbourhood.
