But isn't it an increase in the CAFE, which is a fleet average? So you could still have monster SUVs as long as they were balanced by flyweight hybrids. They'd average 35.5 mpg, but that'd be it. In fact a greater number of cars per capita can be found on poorer EU countries than in richer ones.
